TOPOWIN is a state-wide register of the German Topographic Cartographies, the German Basic Cartography and of localities with geo references in different coordinate systems. It is also a topographic information system. In the division of planning and execution of economical and scientific projects frequently topographic documents are used. The program TOPOWIN makes information available of the official topographic cartographies and the German Basic Cartography from the entire national territory in suitable graphic views. It accomplishes different coordinate transformations and inquiries. The program was developed under co-operation of the land surveying authorities of many German Federal States. For the first time in the previous version TOPO (for DOS) and later in TOPOWIN state-wide topographic information were arranged for the data technical evaluation. The program is for consulting engineers, planning authorities and users of topographic maps a useful and versatile tool. The topographical maps of different standards, required for a project, can be determined by the complaint of known parameters or by the direct selection from overview graphics and from sorted lists. By the investigation of topographical records on the basis of known places, a data base with more then 105.000 places and residential districts is available. The program TOPOWIN calculates with Gauss Krueger coordinates and Geographic Coordinates refering to the Potsdam Datum (Bessel ellipsoid with central point Rauenberg). It also works with UTM coordinates and UTMRef coordinates in the NATO standard, which refer to the datum ETRS89 (GRS80 / WGS84, geocentric).

The library allows development of graphics oriented CA-Visual Objects applications for 32-Bit Windows operating systems. The Graphics Library Graphics4VO includes classes, methods and functions for integration of graphic elements into Windows applications. It could be used to add graphics to existing applications with minimum labor, or for new development. Knowledge of Windows graphics handling or of Windows API-programming is not required. With the graphics library Graphics4VO various graphics output on the screen, to the printer, to the plotter, into the file and on memory bitmaps are possible. Beside elementary pixel graphics and graphic primitives a lot of business and presentation graphics is provided such as bar charts, pie charts or line charts, mathematical coordinate systems, function graphs and fractals in a simple way. Beyond that graphics from other programs or scanned pictures in files with different graphics formats or ArcView shapes can be imported into the own application. Efficient coordinate transformations into world coordinate systems save the conversion work and guarantee the uniform representation on different devices. The GUI classes made available by CA-Visual Objects receive ability to graphic representation by Graphics4VO. The implementation of graphics into existing programs is very simple therefore to accomplish. The Library is based upon a very fast graphics display mechanism that allows an exceptionally quick screen drawing. Repainting of an uncovered window is performed from an internal image-bitmap at a speed that makes it not noticeable to the eye. There is no need for the subsequent reconstruction of graphics. Classes, methods and functions for producing graphic output in user applications are available with declarations in both English and German language in the source headers and in the documentation.

Spatial Helmert transformation

The program produces a set with seven parameters of the sapatial Helmert transformation valid for an specific area, with which then arbitrary coordinates of the area can be transformed from one reference system into another with high accuracy. The seven transformation parameters are computed with a set of individual identical points. Those are points with known coordinates in both reference systems. For the computation at least three identical points must be present. In practice you will be anxious to use more identical points than those three necessities. The program supports upto 10.000 identical points. Cartesian coordinates or geographical coordinates with ellipsoidal height using the ellipsoid dimensions are suitable. Identical measuring points of higher order can be usually inquired or referred by the official institutions for measurement. The necessary ellipsoid half-axis are available in the program for the selection from lists. There are altogether to determine seven parameters, i.e. three translations, three rotations and a scale constant. The parameters are calculated by the compensation according to the method of the smallest squares (L2 norm, Helmert transformation). Therefore must be dissolved a formula system with seven equations and seven unknown quantities. The coordinates of the identical points are tested intensively on outliers and deviations by different statistic procedures. The quality of the computed seven parameters of the Helmert transformation is documented by a residual matrix and by the computation of the middle, maximum and root mean square (RMS) deviations. The seven parameters are presented in the three most usual standards. Those are the Coordinate Frame Rotation, the Position Vector Transformation and the European Standard ISO 19111.
