X-NetStat Professional
$39.95 - Fresh Software LLC

These connections are established each time you visit a web page, send an instant message, check your email, or anytime you do network activity that requires you to connect to another computer. They also appear when outside computers attempt to connect to your machine, authorized or not.
Information shown includes local and remote addresses, local and remote ports, the status, the age of the connection, how much bandwidth/traffic the connection is using, and the program EXE behind it. It's kind of like Internet/network radar, and you can even kill unwanted connections.
The Professional edition of X-NetStat offers a ton of additional features geared towards Network Administrators, like a Rules system to set up actions based on network conditions, a comprehensive Network Statistics window displaying information on network interfaces and protocols, a server that lets you access XNS information remotely, a collection of Lookup Tools (TraceRoute, WHOIS, Finger, DNS, Web Search, Server Version, NetBIOS Lookup, Online Tools, etc), a Port Database, Logging capabilities, transmission LED lights, a dockable ViewBar, and many more features.

Traffaret
$19 - Trian Software
Now most users have a computer connected to the network. It can be the Internet or the local network connection. So, the computer network's reliability and speed are very important. For the computer user this means that he wants to be assured of his connection reliability, and speed. Traffaret is the easy to use tool that monitors bandwidth usage and other the Internet related parameters. Traffaret allows you to quickly and easily set up and run a monitoring network connection characteristics: speed, transferred data, opened connections and so on. It is a good idea to run Traffaret before you start your Internet connection. For traffic and bandwidth monitoring Traffaret logs the amount of data flowing in and out of your enabled interface. To do this Traffaret constantly reads the traffic counters from the interface (network adapter or modem). Traffaret keeps track of the statistics and shows a usage graph.

IP Traffic Monitor
$20 - Skyward Software
There are many reasons why you may want to monitor your Internet traffic flows. I'll point out only a few of the most popular reasons. No anti-virus can guarantee you 100% protection from Trojan Horses and malicious spyware or adware programs. Some of them are highly customized and checking against anti-virus databases does nothing. They also slow down your Internet connection. Needless to say that identity theft or using your computer as a peer-to-peer network hub for pirated software, music and video downloads without you even knowing about this may certainly have unwanted consequences. If you share your computer with family members or you administer computers in your office, knowing the Internet traffic details becomes essential. Network load balance, security reasons and more...
Recently I've come across a wonderful utility that serves just this purpose. IP Traffic Monitor sits in your system tray and monitors all your network connections. You can either monitor the active connections in real-time or browse historical logs. The program shows extensive information about each connection: remote host IP, remote host name (if available), amounts of incoming and outgoing traffic through this connection, timestamps of the first and last activity of this connection, name of the process that initiated or accepted this connection, full path to the application the process belongs to, etc. The traffic summary indicator shows an upload and download speed graph and traffic totals. In addition it draws pie chart diagrams that illustrate the percentage of certain hosts in the total incoming and outgoing traffic.
It would be naive to expect packet sniffer functionality from a $20 utility. Yet, IP Traffic Monitor includes a full-featured sniffer. You can easily capture and analyze TCP packets. Captured packets can be saved to a log file or analyzed in place. For example, you can analyze HTTP requests including passwords and other data that is sent to servers from your PC.
